சென்னை, நவ.26: ஆசிரியர் நியமனத்துக்கான பதிவு மூப்புக்கு உள்பட்ட அருந்ததியினப் பட்டதாரிகளின் விவரங்களைத் தொகுத்து, ஆசிரியர் தேர்வு வாரியத்துக்கு கூடுதல் பட்டியல் அனுப்பப்படும் என்று வேலைவாய்ப்பு, பயிற்சித் துறை தெரிவித்துள்ளது.
பட்டதாரி ஆசிரியர் நியமனத்தில் அருந்ததியினருக்கான ஒதுக்கீடு முழுமையாக அமல்படுத்தப்படவில்லை என்றும், வேலைவாய்ப்பு அலுவலர்களின் குளறுபடியே இதற்குக் காரணம் என்றும் "தினமணி'யில் நவம்பர் 22-ல் செய்தி வெளியானது.
இதற்கு பதிலளிக்கும் வகையில், வேலைவாய்ப்பு, பயிற்சித்துறை இயக்குநரகம் வெள்ளிக்கிழமை வெளியிட்ட அறிவிப்பு:
வேலைவாய்ப்பு அலுவலர்களின் குளறுபடியால் ஆசிரியர் நியமனத்தில் அருந்ததியினருக்கான 3 சதவீத உள்ஒதுக்கீடு முழுமையாக அமலாகாத சூழ்நிலை ஏற்பட்டுள்ளதாக பட்டதாரி ஆசிரியர்கள் தெரிவித்துள்ள புகாருக்கு மறுப்பு தெரிவிக்கிறோம்.
அருந்ததியினருக்காக தமிழக அரசு வழங்கியுள்ள 3 சதவீத உள்ஒதுக்கீட்டை செயல்படுத்துவதில் எந்தவிதக் குளறுபடியும் இல்லை. இந்த இடஒதுக்கீட்டினை அமல்படுத்திட வேலைவாய்ப்புத் துறையும், ஆசிரியர் தேர்வு வாரியமும் இணைந்து செயல்பட்டு வருகிறது.
வேலைவாய்ப்பு அலுவலகப் பதிவேட்டில் தாழ்த்தப்பட்ட வகுப்பினர், தாழ்த்தப்பட்ட பழங்குடியினர், மிகவும் பிற்படுத்தப்பட்டோர், பிற்படுத்தப்பட்டோர், பொதுப்பிரிவினர் என்று பதிவு மேற்கொள்ளப்பட்டு வருகிறது.
அதனால், தாழ்த்தப்பட்ட வகுப்பு என்ற பிரிவில் அருந்ததியினர் என தனிப்பதிவு எதுவும் பராமரிக்கப்படவில்லை. அருந்ததியினர் பிரிவுக்கு தமிழக அரசு 3 சதவீத உள்ஒதுக்கீடு அளித்த பின், அதைச் செயல்படுத்த வேலைவாய்ப்புத் துறை மேல்நடவடிக்கை எடுத்துள்ளது.
அதன்படி, தாழ்த்தப்பட்ட அருந்ததியினப் பிரிவினர், தாங்கள் அருந்ததியினர் என்பதை உறுதி செய்யும் சான்றிதழை வேலைவாய்ப்பு அலுவலகத்தில் அளித்து அந்தச் சான்றிதழை ஆகஸ்ட் 31, 2010-க்குள் பதிவு செய்ய வேண்டும் என செய்தி வெளியிடப்பட்டது.
வேலைவாய்ப்பு அலுவலக அறிவிப்புப் பலகையிலும் இது ஒட்டப்பட்டது.
இதன்பிறகு, ஆகஸ்ட் 31, 2010 என்ற நாளை அடிப்படையாக வைத்து, பட்டதாரி ஆசிரியர் நியமனத்தில் "அருந்ததியினர்' பிரிவுக்கென தனிப்பட்டியல் தயாரிக்கப்பட்டது. அந்தப் பட்டியல் ஆசிரியர் தேர்வு வாரியத்துக்கு 27.09.10-ல் அனுப்பப்பட்டது.
"அருந்ததியினர்' என்பதற்கான ஆதாரங்களை ஆகஸ்ட் 31-க்குள் அளித்துப் பதிவு செய்தவர்களின் பெயர்கள் மட்டுமே இந்தப் பட்டியலில் சேர்க்கப்பட்டன. அந்த குறிப்பிட்ட தேதிக்குள் பதிவு செய்யாதவர்களின் பட்டியல் ஆசிரியர் தேர்வு வாரியத்துக்கு அனுப்பப்படவில்லை.
இருப்பினும், வேலைவாய்ப்பு அலுவலகங்களில் ஆகஸ்ட் 31-க்குப் பின்னர் அருந்ததியினர் எனப் பதிவு செய்தவர்களின் விவரங்களும் இப்போது தொகுக்கப்பட்டு வருகிறது. அவர்கள் பதிவு மூப்புக்கு உள்பட்டிருப்பின் கூடுதல் பட்டியலாக ஆசிரியர் தேர்வு வாரியத்துக்கு அனுப்ப நடவடிக்கை மேற்கொள்ளப்பட்டு வருகிறது.

சென்னை, நவ. 26: கிராம நிர்வாக அலுவலர் (வி.ஏ.ஓ.) பணியிடங்களை நிரப்புவதற்கான தேர்வுத் தேதியை தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையம் முடிவு செய்துள்ளது. அடுத்த ஆண்டு பிப்ரவரி 20 அல்லது மார்ச் 6-ல் தேர்வை நடத்த திட்டமிடப்பட்டுள்ளது.
தமிழகம் முழுவதும் காலியாகவுள்ள 1576 கிராம நிர்வாக அலுவலர் பணியிடங்களை நிரப்புவதற்கான தேர்வு அறிவிக்கை வெளியிடப்பட்டது. மேலும், தாழ்த்தப்பட்ட, பழங்குடியினர் பிரிவைச் சேர்ந்தவர்களுக்கான பின்னடைவு காலிப் பணியிடங்கள் ஆயிரத்து 77 என மொத்தம் 2 ஆயிரத்து 653 இடங்களுக்கு தேர்வு அறிவிக்கை வெளியானது.
தேர்வுக்கு விண்ணப்பிக்க கடந்த ஆகஸ்ட் 20-ம் தேதி கடைசி நாள் என்றும், தேர்வுத் தேதி பின்னர் அறிவிக்கப்படும் என்றும் அறிவிக்கையில் தெரிவிக்கப்பட்டு இருந்தது.
ஆனால், மூன்று மாதங்களுக்கு மேல் ஆகியும் தேர்வுத் தேதி அறிவிக்கப்படாததால் இளைஞர்கள் பெரிதும் தவித்து வந்தனர்.
தேர்வை எதிர்கொள்ள 10-ம் வகுப்பு தேர்ச்சி பெற்றாலே போதுமானது என்பதால், 10 லட்சத்துக்கும் அதிகமான இளைஞர்கள் வி.ஏ.ஓ., தேர்வுக்கு விண்ணப்பித்துள்ளனர்.
பிப்ரவரி 20 அல்லது மார்ச் 6: இந்நிலையில், வி.ஏ.ஓ. தேர்வை நடத்துவதற்கான தேதிகளாக இரண்டு தேதிகளை தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையம் முடிவு செய்து வைத்துள்ளது.

NET-qualified candidates on a sticky wicket
Despite fulfilling the UGC's qualification norm for teacher posts in colleges, NET candidates do not appear to be in the reckoning for appointment.
“NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of Lecturers in Universities/Colleges/Institutions. Provided, however, that candidates, who are or have been awarded Ph.D. Degree in compliance of the University Grants Commission (minimum standards and procedure for award of Ph.D Degree) Regulation 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges
/Institutions.”
After the latest amendment last year, this is the guideline that currently prevails for Assistant Professor appointment in universities and colleges.
The first part of the UGC guideline has understandably ceased to be a cause for cheer for candidates appearing in the coming NET slated for December 26. For, most of the universities in Tamil Nadu have been taking advantage of the provision in the latter part of the guideline for making teacher appointments, citing paucity of NET-qualified candidates.
In fact, even if a NET-qualified candidate is available, universities prefer to appoint only those with doctorates. Universities, according to professors, accord higher weightage to paper presentations and participation in major conferences. Most of the NET-qualified candidates find themselves at a disadvantage in this aspect.
Of late, the neglect of NET-qualified candidates by universities and government/aided colleges in teacher appointments has become too conspicuous.
For instance, it has been found through Right to Information Act that none of the 54 appointments made in recent years by one of the universities in southern Tamil Nadu possessed NET qualification. Another university in south Tamil Nadu did not even bother to send call letters to candidates with NET qualification.
NET-qualified candidates are a worried lot as even self-financing colleges cold-shoulder them by opting for those with Ph.D. qualification. Their grouse is that postgraduates who had not bothered to appear for NET or had failed to clear the examination and subsequently completed their Ph.D. degree are more preferred by universities and colleges.
According to professors in Bharathidasan University, NET-qualified candidates can brighten up their prospects by acquiring a Ph.D. qualification.
It is now possible for a candidate to acquire an M. Phil. degree and a Ph. D degree in three years. M. Phil. holders are permitted to complete their full-time Ph.D. in two years.
The NET-qualified candidates are, in fact, not averse to the idea of acquiring higher qualification. There are many among them in contention for the teaching jobs with qualifications of Ph.D. and even post-doctoral degrees. But they are not prepared to buy the argument that a Ph.D. degree is superior to NET qualification. They claim to have a reason to question the quality of the Ph.D. degrees awarded by Tamil Nadu universities.
The reply to a query filed on behalf of the NET candidates under Right to Information Act last year has reportedly revealed that the compliance of Tamil Nadu universities to the UGC guideline regarding submission of soft copies of Ph.D. theses for storage in INFLIBNET depository has been abysmal.
According to informed sources, 1,000 Ph.D degrees have been awarded by Tamil Nadu universities in the last one year. But, only the University of Madras and Bharathiyar University have submitted soft copies of one thesis each for the INFLIBNET depository. Why such hesitancy, questioned a NET-qualified candidate.
Universities have apparently not taken seriously the instruction of UGC that Ph. D and M. Phil. candidates be chosen based on an entrance test.
Also, a research guide can have a maximum number of eight candidates.
Unfortunately, the concept of multi-university guideship is catching up. Research guides have created leverage for themselves to have eight candidates in each university. This trend, NET-qualified candidates point out, explains the dilution in the quality of Ph.D. degrees.
The representation by NET-qualified candidates to the Ministry of Human Resources Development seeking primacy in teacher appointments in universities did not bear fruit. Human Resource Development Minister Kapil Sibal had expressed readiness to do the course correction in Central universities and had counselled the delegation to approach the office of the Chancellor to get their demand fulfilled.
The NET candidates are still awaiting a reply from the office of the Governor.
UGC to hold lectureship test on December 26
The University Grants Commission (UGC) has invited applications for its National Eligibility Test (NET) in arts and humanities subjects to be held on December 26 for determining the eligibility for the award of Junior Research Fellowships (JRF) and eligibility for lectureship in Indian universities and colleges. Online application facilities are available up to October 25.
The UGC will conduct NET in 77 arts and humanities subjects, at 66 university centres across the country. Those who qualify the JRF examination are eligible to pursue research leading to Ph.D. One can apply either for JRF or lectureship or for both.
The test will be conducted in 77 subjects including economics, political science, philosophy, psychology, sociology, history, anthropology, commerce, education, social work, defence and strategic studies, home science, public administration, population studies, music, management, physical education, Arab culture and Islamic studies, Indian culture, labour welfare/ personal management/ industrial relations, human resource management, law, literary and information science, mass communication and journalism, performing arts – dance/ drama/ theatre, museology and conservation, archaeology, criminology, Sanskrit, women studies, visual arts including drawing and painting/ sculpture /graphics / applied arts/ history of art, geography.
Eligibility: Those who have secured at least 55 per cent marks in their Master's degree in the subject concerned and those who are appearing for their final year Master's degree examination can apply online. Upper age-limit for JRF is 28 years. There is no upper age-limit for lectureship.
The test will consist of three papers. Paper I will be of general nature intended to assess the teaching/ research aptitude of the candidate and designed to test reasoning ability, comprehension, divergent thinking and general awareness. Paper II will be consist of questions-based on the subjects selected by the candidate.
Paper III will consists of only descriptive questions from the subject concerned. The test syllabus will be available in the website www.ugc.ac.in.
Application fee is Rs.450 for general candidates, for OBC candidates Rs.225, for SC/ ST candidates Rs.110. Print out of online application in duplicate along with relevant documents should be sent to the Registrar of the University (UGC Test Centre) where the applicant has opted to appear for the test ,so as to reach the addressee on before November 1.
